Job Purpose: The Manager Supply Chain Management plans, coordinates, organizes, and oversees all activities involved in the identification, acquisition, production and distribution of the Hospital’s goods and services.

For Appointment to this position, the applicant must have:

Qualifications and Professional Requirements:

a) Bachelor’s degree in any of the following; Supply Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution.
b) Master’s degree in any of the following disciplines; Supplies Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution.
c) A minimum period of eight (10) years relevant work at least four (4) years’ experience in a supervisory position.
d) Leadership/Management Course lasting not less than four (4) weeks from a recognized institution.
e) Membership in good standing with Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS); demonstrated by a Valid 2024 Practicing License.
f) Proficiency in computer applications.
g) Fulfilled the requirements of Chapter Six (6) of the Constitution of Kenya, 2010.
h) Demonstrated professional Competencies and administrative capability.

Competencies and Skills

i. Ability to articulate and implement departmental mandates, aligning supply chain strategies with overall public sector goals.
ii. Demonstrated track record of translating policies into actionable plans, ensuring efficient and compliant procurement practices.
iii. Expertise in streamlining processes, reducing costs, and ensuring on-time delivery within the public sector framework.
iv. Strong understanding of public procurement risks, proactive identification, and implementation of mitigation strategies.
v. Ability to build strong relationships with internal and external stakeholders, fostering transparency and trust in the procurement process.
vi. Proficiency in utilizing relevant technology for e-procurement, data analysis, and supply chain management tools.

Duties and Responsibilities

i. Development, implementation, and review of supply chain management policies, strategies, and programs;
ii. Ensuring compliance with the Public Procurement and Asset Disposal Act 2015 and government regulations related to supply chain management activities;
iii. Ensuring timely submission of quarterly reports to the National Treasury and Public Procurement Regulatory Authority (PPRA);
iv. Ensuring efficient procurement of goods, services and works;
v. Coordinating preparation of procurement plans in accordance with the budget process;
vi. Evaluating suppliers and contractor’s performance;
vii. Ensuring prudent and timely execution of contracts;
viii. Coordinating processing of tenders, market surveys and research;
ix. Managing pre-qualification of suppliers, inventory, and stock control;
x. Ensuring compliance with re-order levels for various items;
xi. Overseeing preparation of supplies expenditure estimates;
xii. Overseeing disposal of stores and automation of procurement processes;
xiii. Ensuring adherence to quality standards;
xiv. Reviewing tenders and contract documents;
xv. Maintaining and updating supplier database;
xvi. Spearheading planning for supplies and procurement needs of the hospital;
xvii. Coordinating development of supply chain management strategic plans;
xviii. Training users on compliance with established procurement regulations and policies; and
xix. Interpreting and implementing procurement policies.
